Heather Anderson (Alyth) lost the third singles tie by 2 and 1 to Cornelia Schmidt-Stutzle and Germany also took the last game, Sabine Blecher, winning by 4 and 3 over Anne Ryan (Tain).
Now the Scots play Ireland, the No 7 qualifiers, who shocked the No 2 seeds, France with a 3 and 2 victory. Ireland's heroines were Sheena McElroy and Violet McBride who won the last two singles, both on the last green.
The second semi-final will be between top seeds England, who beat eighth qualifiers Spain 4 1/2-0 1/2, and Switzerland, the fifth qualifiers, who beat No 4 seeds Sweden 3-2.

England continued their sparkling form at the European senior women’s team championship at the Sport Club, Berlin, beating Spain 4½-½ to sweep into the semi-finals.
The top seeds now play Switzerland, who defeated Sweden 3-2. The other semi-final will be an all-GB and I clash between Ireland and Scotland, who knocked out the defending champions, Germany.
England captain Sue Westall commented: "We've had a great result and everyone is very thrilled."
England got off to a flying start when Janet Melville and Felicity Christine won the team's foursomes point on the 14th. Chris Quinn, leading out the singles, quickly followed them into the winners’ circle, securing her point on the 13th. Jo Ashmore and Roz Adams, the English senior strokeplay champion, both added points to the board before English senior champion Caroline Marron kept the unbeaten scoreline with a half.
Sue added: "The scores just speak for themselves. The standard of golf here is so high, it's just pars all the way. This was a real team effort, everyone played their part and it was really good, a fantastic result."
In the day’s other championship flight matches Switzerland beat Sweden 3-2, Scotland beat Germany 3-2, and Ireland beat France 3-2.

GERMANY AT SPORTING BERLIN
Scotland, who qualified sixth of eight, achieved a marvellous win over defending champions Germany, the No 3 seeds and playing on home turf, in the quarter-finals of the European senior women's amateur golf championship at Sporting Club Berlin today.
The fighting Scots won the opening foursome and the first two singles and could afford to lose the last two singles after that.
Mary Smith (Tain), pictured by Cal Carson Golf Agency, and Moira Thomson (Gullane Ladies) gave the Scots the start they needed, beating K Gumpert and D Lehman by one hole.Then Fiona de Vries (St Rule) also won on the last green against Uschi Beer.
