Charley had rounds of 74 and 72 for a two-over-par tally of 146 on a day when the CSS was 77 and 76 against an SS of 76.
The youngster has opened up a commanding lead of five shots from the Welsh international pair of Lucy Gould (Bargoed) (77-74) and Amy Boulden (Maesdu) (76-75).
Young Hannah McCook (Grantown on Spey) is the best placed player from North of the Border with scores of 81 and 76 for 157 - 11 shots off the lead. Alyson McKechin (Elderslie) is next best Scot on 159 with scores of 81 and 78.
Eilidh Briggs (Kilmacolm) retired during the first round after a back injury flared up following an awkward lie in a bunker.
Scottish champion Kelsey MacDonald (Nairn Dunbar) withdrew before the start of the tournament.
